Clugston worked in partnership with the designer of the plant, EarthTech, to produce, through value engineering and value management, a best value solution for the turnkey contractor and operator of the plant, Newlincs Developments Limited. Newlincs are a joint venture between North East Lincolnshire Council and Cyclerval and will operate the plant for 25 years from 1999 as part of an integrated waste management contract. The Stallingborough EfW Plant provides a key role in the contract to collect and dispose of 84,000 tonnes of domestic waste annually.

The 56,000 tonnes/annum facility has a 50 year design life, utilising oscillating kiln technology, incinerates municipal domestic waste under a boiler to produce steam that drives turbines producing electricity. The facility produces 3MW, is self sufficient in energy requirements, supplies the majority of this power to a neighbouring industrial plant and the surplus to the national grid and therefore makes a positive contribution to carbon emission reduction.

The works, carried out in poor ground adjacent the River Humber, included a 6m deep reinforced concrete waste bunker, reception hall, turbine and boiler hall, ash storage bays, office and amenity block and storage building. A Material Recycling Facility was also constructed on the site to contribute to other aspects of the integrated waste management system.
