Clugston, and our design partners Pell Frischmann, entered into this alliance to carry out all North Lincolnshire Council's highways works for a five year period from June 2004 following a robust selection process. Our commitment to this Alliance is demonstrated by the co-location of our Project Team with the Council's personnel to create an integrated team to deliver Best Value to the people of North Lincolnshire.
Clugston's main roles are to provide Early Contractor Involvement in all projects, contributing to value engineering and buildability, project planning in concert with council personnel, managing and carrying out projects to the highest standards of health and safety and quality and ensuring that learning and Best Practice is carried forward through the alliance programme.
The creation of a long term programme of works has ensured that sustainability, a primary requirement of the Alliance, is achieved as we, and the council, employ and recruit local people, agreed a preferred list of local supply chain partners, reuse and recycle materials wherever possible and make shorter journeys as the large majority of operatives and contractors are local.
A suite of Key Performance Indicators has been set, achievement of which will result in savings to the council and bonus payments to the contractor. A proportion of the KPIs relate to strategic council objectives, the four Key Aims, further demonstrating our commitment to customer objectives.
The Alliance has been running for four years, during which over 272 projects have been carried out, including projects that are an element of the Urban Renaissance initiative through the Yorkshire Forward Regional Development Agency. Results up to August 2008 report significant cost savings for the council of approx £400,000, with bonus payments to ourselves whilst achieving the targeted health and safety, quality and time parameters. All partners to the Alliance are extremely pleased with the current progress of the Alliance and look forward to achieving the continuous improvement that a long term framework allows.
The framework achieved Highly Commended status in the Effective Partnerships category at the Institute of Highways and Transportation's Awards in 2006.
